What's causing white, sticky spots on my lemon tree?

This is either mealy bug or scale insect, which will get worse if you leave it. Treat the plant with Bug Clear Ultra from Scott's or Provanto Ultimate Bug Killer from Bayer. These products are systemic insecticides which circulate through the plant, killing the insects as they feed.
