This is probably either mealy bug or scale insect. They feed and excrete “honeydew” onto the leaves, where this sooty mould grows on it. To control these pests, spray with Bug Clear Ultra from Scott's or Resolva Bug Killer from Westland. Once you have dealt with the cause of the sooty mould, it should gradually disappear.
