What makes the leaves on my roses curl up and stick together?

Our Advice:

This is rose leaf sawfly. The curled leaves will have a small, green caterpillar inside. They can be controlled with sprays of Resolva Bug Killer (Westland) or Provanto Ultimate Bug Killer (SBM). Cultivating around the base of the plant in late-summer will help to kill the pupa.
