What causes white, raised bumps underneath chrysanthemum leaves?

This is a fungus called white rust, which can kill the plants. Sprays of Systhane Fungus Fighter Plus from Bayer will help control this disease. Next year start spraying young plants as soon as the leaves open and continue to follow the directions on the carton.
