This is probably aphids, mealy bugs or scale insects. They feed and excrete sweet honeydew onto the leaves, where sooty mould grows on it. To control these pests, spray with Bug Clear Ultra from Scott's or Resolva Bug Killer from Westland. Once you have dealt with the cause, the sooty mould should gradually disappear.
