There are several reasons why a Euphorbia may not be growing new leaves. One of the most common causes is lack of light. Euphorbias prefer bright, indirect light and may not grow well in low-light conditions. Another possible cause is insufficient nutrients. Euphorbias require regular fertilization to grow healthy leaves. Finally, if the plant is root-bound, it may not be able to absorb enough water and nutrients to support new growth. Repotting the plant in a larger container with fresh soil may help stimulate new growth.
