This is usually earwigs. Fill a clay pot with straw and treat it with Woodlice Killer (Doff) or Nippon Woodlice Killer (Vitax) and place it (upturned) on a cane at the same level as the peppers. When the insects hide in the straw, they will be killed by the chemical.
