Violas may not flower if they are not receiving enough light or are not fertilised properly. Insufficient light can cause the plant to focus on leaf growth rather than flowering. Additionally, over-fertilizing with nitrogen can also inhibit flower growth. To encourage blooming, ensure that the violas are receiving adequate light, and fertilise with a balanced fertiliser that is not high in nitrogen.
