The cause of this damage is Carrot Root Fly, and early sowings in late-March and late sowings in June will help avoid the first generation of this pest. Or use a biological control Fruit & Vegetable Protection from Nemasys, and there are varieties such; Flyaway, Maestro, Resistafly and Sytan which offer a degree of resistance.
