 
Yes, but use fresh soil in the planting holes and buy a bare-root plants if possible. Before planting the rose bushes, dip the roots in a solution of RootGrow. This is a mix of beneficial bacteria and fungi which will help the new replacement bushes establish by promoting better root growth.
