What are the little bumps on the stems of my Oleander?

Our Advice:

Your Oleander is being attacked by scale insects, which suck the sap and gradually weaken the plant. Spray with Resolva Bug Killer from Westland or Bug Clear Ultra from Scott's, which will last for several weeks and kill the insects as they feed. You may need to spray several times.
