What is causing yellow spots on my dwarf willow tree?

This is willow rust fungus. Spray with an approved fungicide such as Fungus Fighter Plus from SMB/Bayer or Rosegarde from Vitax. This should reduce the spread of the fungus and protect the new leaves, collect and dispose of fallen leaves to reduce the risk of re-infection. Usually, a repeat spray is required in 2 to 3 weeks time.
