This is leaf miner, a small grub which tunnels inside the leaf and causes the outer skin to separate and form an air pocket, giving the leaf a silver appearance. Spray the plants from May to June and again in August to September with Resolvs Bug Killer from Westland or Sprayday Bayer Greenfly Killer'>Greenfly Killer from SBM Life Science.
