This can be done any time now. Cut down the flower plumes as close to the base as possible. Pull or cut out as many of the old dead leaves as possible to make room for the new growth. One way to do this is to comb out the dead leaves with a garden rake. Wear stout gloves and long sleeved clothing as the leaves can cut.
