What is wrong with the leaves on my horse chestnut?

This is leaf scorch, which may be linked to a bacterial infection, which prevents the tree not getting enough water to the leaves. It happens when we get long periods of hot, dry weather. The browning starts at the edges of the leaves and covers them. The tree looks a mess but will recover, although the symptoms may recur next year.
