Strelitzia plants need a lot of sunlight to flower, so insufficient light may be the reason why your Strelitzia isn't blooming. The plant may also be too young, as it takes about 3-5 years for Strelitzia to mature and start flowering. Additionally, a lack of nutrients or too much fertiliser can prevent flowering. Lastly, if the plant is stressed due to environmental factors or improper care, it may not flower.
