This is likely to be oedema, which is a disorder rather than a pest or disease. It is often seen on Eucalyptus plants and is the result of cool, wet weather and warm soil conditions. The plant takes up more water than it needs, causing these small clusters of cells to form. They turn pink as they age but they do no harm to the plant.
