What are the black spots on the leaves of my Holly hedge?

This is holly leaf blight, a type of fungal infection that is worse in wet conditions and on underfed plants. You can try to combat this disease with sprays of Uncle Tom's Rose Tonic or SB Plant Invigourator. This will help to protect the new leaves as they develop, but will not remove existing marks on the older foliage.
