This is a bacterial disease called halo blight; always worse in wet weather because it is spread by water splashes. Spray with Copper Mixture from Vitax or Uncle Tom's Rose Tonic as soon as the spots are noticed. This disease is usually seed borne and worse with own saved seed. The variety 'Red Rum' has a high tolerance to this disease.
