What causes black mould on the leaves of star jasmine?

This sooty mould is caused by either mealy bugs or scale insects. Treat the plant with Bug Clear Ultra from Scott's or Provanto Ultimate Bug Killer from Bayer. Both are systemic so they circulate through the plant, killing the insects as they feed.
