Are there any bulbs I can plant in a damp spot in my garden?

As long as it is damp, rather than waterlogged, you could try Fritillaria (snakes head fritillary), Camassia (quamash), Convallaria (lily-of-the-valley), Corydalis (spring fumitory) and Leucojum (snowflake). Prepare the ground well before planting.
