What is causing silver blisters on the leaves of my Pyracantha?

This is leaf mining insects tunnelling inside the leaf and causing the outer layers to bulge and form an air pocket (the silver appearance). Spray from May to June and again in August to September with PY Insect Killer from Vitax or Provanto Ultimate Bug Killer from Bayer.
